The Third Oman Economic Forum looks into development of SMEs and the Industrial Zones

Oman Economic Forum - organized by the Ministry of Commerce and Industry & Al-Iktissad Wal-Aamal Group, in cooperation with Duqm SEZA, the Central Bank of Oman & Oman Chamber of Commerce and Industry,- second day proceedings focused on the development of small and medium enterprises, industrial projects and industrial zones, and gas and oil sector.

Held under the patronage and the presence of the representative of HH Sultan Qabus Bin Said and HH Sayyid As’ad bin Tarik bin Taimur Al Said, with the presence of UK’s former Prime Minister Mr. Tony Blair and the Lebanese former Prime Minister Mr. Fouad El Siniora, the forum welcomed a large number of ministers, senior officials, Omani business leaders and representatives of top companies in the Arab world and Europe.

First session entitled “development of medium and small enterprises” looked into the current situation of SMEs in Oman, challenges, and development requirements, the session also shed light on the role of the private sector and large corporations in supporting SMEs advancement, in addition to developing and increasing their financing sources.

Sheikh Khalil Bin Ahmad Al-Salmi, Deputy CEO of Oman Drydock Company S.A.O.C., stressed on the need to provide all kinds of possible assistance to support SMEs, in addition to offering them the necessary infrastructure. Mr. Al Salmi also discussed the need to invest in various sectors such as the manufacturing of steel and metal, laboratories, ship building and logistics.

Mr. Khalaf Al-Shammari, Board Member and Head of SMEs Commission in the Riyadh Chamber of Commerce and Industry, discussed the importance of SMEs in creating new job opportunities and distributing more fair incomes, and he mentioned how these enterprises constitute 70 to 80 % of the total GDP in some countries. Mr. Al-Shammari considered the owner of the company to be the most crucial and definitive element in its success.

Mr. Hashim Al Hassani, Deputy General Manager of SMEs Marketing & Business Development, Intilaaqah, shell development Oman, said that his company aims at preparing the youth to be able to start their own businesses instead of working in the public sector. Intilaaqah also provides financing to projects it perceives as beneficial.

Mr. Eid Khair Mohammed, AGM corporate Banking at Oman Development Bank talked about the bank’s role in financing SMEs and providing loans to new investors, saying that these corporations must be preserved as they constitute 90% of total companies in the Sultanate.

Mr. Raphael Parambi, CEO of SMEs development fund (under formation), mentioned 4 goals behind financing SMEs and these are: creating an atmosphere that encourages taking up business initiatives, developing new SMEs, giving legitimacy to these enterprises and encouraging them to compete in the market.

Second session of OEF’s day two, “Outlook of Industry and Role of Industrial Zones”, focused on the importance of the availability of gas as a leading factor contributing to the increase in the size of investments. The session also discussed the Sultanate’s role in preserving and expanding the petrochemical and basic industries, and Oman’s role in developing the industrial zones and investments and acquiring more capital.

Mr. Brian D. P. Buckley, CEO of Oman LNG said that the oil sector constitutes 80% of the local GDP in Oman, and stressed on the importance of expanding the production in this sector.

Third session of the day, “Developing Oil and Gas”, discussed plans to develop the oil and gas sector and to improve the production techniques in oil fields. Difficulties encountered in some oil fields, plans for the gas sector, the role played by international oil companies, as well as opportunities available for the private sector were also brought forth.

Mr. Shahrokh Etebar, CEO of the CC Energy Development S.A.L (Oman Branch) said that his company tries to create job opportunities for Omanis especially after the increase in production size as CC Energy Development produces today around 12000 barrels per day. The company also plans to invest more than $500 million between 2013 and 2017, to be added to the $300 million invested in the past two years.

Mr. Mohamed Al Tooqi, CEO of GroFin MENA Region, said this sector holds many manufacturing opportunities for big companies in Oman, as more than 60 corporations provide services to oil businesses.

ملتقى عمان الاقتصادي الثالث يبحث
تطوير المنشآت الصغيرة والمتوسطة والمناطق الصناعية

تركزت أعمال ملتقى عمان الاقتصادي الذي تنظمه وزارة التجارة والصناعة ومجموعة الاقتصاد والأعمال بالتعاون مع البنك المركزي العماني، وغرفة التجارة والصناعة وهيئة المنطقة الاقتصادية الخاصة بالدقم، في يومه الثاني، على ثلاث قطاعات رئيسية هي : المشاريع الصغيرة والمتوسطة، الصناعة والمناطق الصناعية، وقطاع النفط والغاز.

وتميز الملتقى الذي يعقد برعاية وحضور ممثل جلالة السلطان قابوس بن سعيد، سمو السيد أسعد بن طارق آل سعيد، ومشاركة رئيس الحكومة البريطانية الأسبق طوني بلير ورئيس الحكومة اللبنانية الأسبق فؤاد السنيورة، بحضور عدد كبير من الوزراء وكبار المسؤولين، وحشد من قيادات الأعمال والمؤسسات العمانية والخليجية والعربية والأوروبية.

وبحث المشاركون في الجلسة التي حملت عنوان "تنمية المنشآت الصغيرة والمتوسطة" عدة موضوعات أبرزها واقع المؤسسات الصغيرة والمتوسطة في السلطنة والتحديات التي تواجهها، ومتطلبات تنميتها، دور القطاع الخاص والشركات الكبيرة في دعمها، وكيفية تطوير مصادر وأدوات التمويل.

وأكد نائب الرئيس التنفيذي في شركة عمان للحوض الجاف الشيخ خليل بن أحمد السالمي على ضرورة تقديم كافة أشكال الدعم للشركات الصغيرة والمتوسطة وتوفير البنية التحتية اللازمة لها. وأضاف أن هناك حاجة ماسة للاستثمار في قطاعات مثل صناعة الصلب والحديد، المختبرات، بناء السفن، والأعمال اللوجيستية.

وتحدث رئيس لجنة المنشآت الصغيرة والمتوسطة في غرفة التجارة والصناعة في الرياض خلف الشمري عن أهمية المنشآت الصغيرة والمتوسطة في خلق الوظائف، وتوزيع اكثر عدالة للدخل، مشيرا إلى ان هذه المنشآت تشكل في بعض الدول بين 70 و80 في المئة من الناتج المحلي. واعتبر أن العنصر الأهم في نجاح هذه المؤسسات هو صاحب المؤسسة.

وقال نائب مدير انطلاقة لتسويق وتطوير الأعمال للمشاريع الصغيرة والمتوسطة هشام الحسني: "إن المشروع الذي تتولاه شركة "إنطلاقة" لحساب شركة شل عمان يهدف إلى تأهيل الشباب ليتمكنوا من تأسيس أعمالهم الخاص بدلا من للعمل في القطاع الحكومي، مشيرا إلى وجود صندوق لدى الشركة لتمويل المشاريع حيث لا تقوم بطلب أي ضمانات وإنما تنظر فقط إلى مدى جدوى المشروع."

وتحدث نائب مدير عام الخدمات المصرفية للشركات في بنك التنمية العماني عيد خير محمد عن دور البنك في تمويل الشركات الصغيرة والمتوسطة. وقال: "أن هناك 90 في المئة من المنشآت في السلطنة هي منشآت متوسطة وصغيرة، ويجب المحافظة على استمراريتها. مشيرا إلى ان البنك يهدف إلى تقديم الدعم لهذه المنشآت وتمويل مشاريع صغار المستثمرين بقروض ميسرة."

وقال الرئيس التنفيذي لصندوق تنمية المؤسسات الصغيرة والمتوسطة (قيد التأسيس) رافائيل بارمبي: "أن هناك 4 أهداف لتمويل المشاريع الصغيرة والمتوسطة تتمثل بخلق جو لريادة الأعمال، إنشاء شركات صغيرة ومتوسطة جديدة، وإضفاء الشرعية على هذه المؤسسات لتتمكن من المنافسة في السوق."

وفي الجلسة الثانية والتي تحمل عنوان "آفاق الصناعة والمناطق الصناعية" تركز النقاش حول توافر الغاز كعامل رئيسي في زيادة حجم الاستثمارات، ودور السلطنة في الحفاظ على زخم صناعة البتروكيماويات والصناعات الأساسية، وآفاق تطور هذه الصناعات، ودور عمان المفصلي كمركز إقليمي، إضافة إلى دور المناطق الصناعية في توسع الاستثمار الصناعي واستقطاب رؤوس الأموال.

وقال الرئيس التنفيذي لشركة عمان أل أن جي براين باكلي: "أن قطاع النفط يشكل 80 في المئة من الناتج المحلي الإجمالي في عمان، والمهم في هذا القطاع أن نوسع قاعدة الإنتاج فيه."

وفي الجلسة الثالثة والتي تحمل عنوان "تنمية صناعة النفط والغاز" تناول المشاركون خطط تطوير قطاع النفط والغاز وتعزيز تقنيات إنتاجية حقول النفط، والتحديات التقنية للاستفادة من الحقول الراكدة، ومشاريع الغاز المطروحة، ودور شركات النفط العالمية، والفرص المتاحة للقطاع الخاص. وقال الرئيس التنفيذي لشركة إتحاد المقاولين أينرجي ديفلبمنت (عمان) شاهروك اتيبار: "أن الشركة تسعى إلى خلق فرص عمل للعمانيين وخصوصا بعد زيادة حجم الإنتاج إذ تنتج الشركة حوالي 12 ألف برميل يوميا. وتخطط إلى استثمار أكثر من 500 مليون دولار بين 2013 و2017، تضاف إلى الاستثمارات بين الفترة 2010 و2012 والمقدرة بحوالي 300 مليون دولار."

وقال الرئيس التنفيذي لشركة غروفين محمد التقي: "أن هناك مجالات عديدة متوفرة في القطاع، إذ أن أكثر من 60 شركة عمانية تقوم بتزويد شركات النفط بالخدمات. كما هناك عدة مجالات للشركات الكبيرة للتصنيع في عمان."

HH Sayyid As’ad bin Tarik bin Taimur Al Said inaugurates Oman Economic Forum

The 3rd edition of Oman Economic Forum (OEF) was held today in Muscat. The event was organized by Al-Iktissad Wal-Aamal group and the Ministry of Commerce and Industry, with the presence of the patron, representative of Sultan Qaboos, HH As’ad Bin Tarik Bin Taimur Al Said.

More than 600 delegates attended the opening ceremony with the participation of former British Prime Minister Tony Blair and former Lebanese Prime Minister Fuad Siniora along with a number of ministers and officials of the public sectors as well as leading executives from the private sector in Oman, the GCC and the Arab region.

The opening of OEF was followed by an award ceremony recognizing the achievements of Mr. Hisham Al-Razzuqi, CEO of Gulf Investment Corporation, Dr. Salem Al-Arimi, CEO of Jalfar Architecture, and Sheikh Salem bin Ahmad Bin Mohamed Al-Ghazali, CEO of Golden Group of Companies.

Oman Air has announced its support of the 3rd Oman Economic Forum 2012 as the official carrier. Oman Air is the Sultanate’s national carrier. Under the Patronage of HH Sayyid As’ad bin Tarik bin Taimur Al Said, the 3rd Oman Economic Forum (OEF), organized by the Ministry of Commerce and Industry & Al-Iktissad Wal-Aamal Group, in cooperation with Duqm SEZA, the Central Bank of Oman and Oman Chamber of Commerce & Industry is to take place on the 22nd & 23rd of this month, April 2012.

وتجدر الإشارة إلى أن تنظيم الملتقى يأتي في إطار جهود وزارة التجارة والصناعة العُمانية بالتنسيق والتعاون مع كافة الجهات ذات العلاقة بهدف التعريف بمناخ الاستثمار في السلطنة وإظهار الثروات الوطنية وسبل تنميتها. والملتقى وهو الثالث بعد دورتي 2008 و2010 ويشكل حلقة أساسية في سلسلة المؤتمرات والملتقيات التي تنظمها مجموعة الاقتصاد والأعمال في الدول العربية وغير العربية والتي بلغت حوالي 250 مؤتمراً في 25 دولة، ومن بينها مؤتمر التمويل والصيرفة الإسلامية في مسقط في يناير الماضي.

Tony Blair Keynote Speaker at the 3rd Oman Economic Forum

Mr. Tony Blair UK’s former Prime Minster is key note speaker at Oman Economic Forum, (OEF), to take place on the 22nd & 23rd of this month, April 2012, under the Patronage of HH Sayyid As’ad bin Tarik bin Taimur Al Said at Al Bustan Palace. This interval is scheduled at 10 am, following the opening ceremony and will include a Q&A directly with Mr. Blair.

The forum is organized by the Ministry of Commerce and Industry & Al-Iktissad Wal-Aamal Group, in cooperation with Duqm SEZA, the Central Bank of Oman & Oman Chamber of commerce and industry.

The forum in its two previous editions brought forth development policies on all fronts as well as diversification plans geared to lessen dependency on oil exports which ultimately attracted the interest and participation of high level personalities, including ministers of various leading sectors and major investors in the region.

This year’s edition will focus on the steadfast reform and diversification plans in the Sultanate, the development of small and medium enterprises (SMEs), and latest trends in the banking sector set off by the central bank issuing licenses of operation for Islamic banks. The forum will also shed light on key investment opportunities in the Duqm project and business & investment opportunities in energy and water projects.

More than 500 delegates expected for “The Third Oman Economic Forum”

The Forum will discuss the Climate and Investment Opportunities in Oman

Organizers of the third "Oman Economic Forum" held a press conference at the Ministry of Trade & Industry headquarters announcing proceedings of the forum, to be held at Al Bustan Palace Hotel – Ritz Carlton, Muscat – Oman on April 22nd and 23rd, 2012.

H.E. Mohsin Bin Khamis Al Balushi, Advisor to the Ministry of Trade and Industry and Mr. Walid Abou Zaki, Executive Director of Al-Iktissad Wal-Aamal Group took part in the press conference, addressing forum’s main points of focus and scope of attendance which is to include more than 500 investors and businessmen from Oman and the Arab World, officials and governors from central, Islamic and commercial banks, and heads of leading financial and economic institutions.

Oman Economic Forum is organized by the Ministry of Commerce and Industry & Al-Iktissad Wal-Aamal Group, in cooperation with the Central Bank of Oman, Oman Chamber of Commerce and Industry & Duqm SEZA.

Forum’s agenda will focus on the following topics:

  • Oman economy & headlines of the next phase
  • Investment opportunities in the Duqm project
  • Developing Small and Medium Enterprises
  • Business and investment opportunities in energy and water projects
  • Developing oil and gas industry
  • Prospects of the industry and industrial zones

H.E. Al Balushi:

The forum in its third edition is to focus on economic and social development cornerstones in the Sultanate, including the positive aspects and related challenges. He emphasized the forum is taking place in an economic climate different to that prevalent in 2011, which was affected to a large degree by the financial crisis in Europe, increase in oil price, as well as the regional political implications, and to which neither the Sultanate nor our Arab countries were immune be it on a positive or negative level.

His Excellency added: The Sultanate has made strenuous efforts to cushion its economy from the global financial crisis in general and the European crisis in particular; national economy has accomplished satisfactory growth in the year of 2011 and thus forum discussions will focus on means of moving ahead on the track of investments and development in light of the new challenges arising from the mentioned crisis.

H.E. went on to state: we look forward to the participation of Investors from the Sultanate and Arab countries, who are our close investment allies in all constituents of the Omani economy. He added the forum’s agenda is full of topics of key interest to the Sultanate in the present time, and of great interest to all investors attending the forum, pointing out that amongst the major topics of discussion is the pursuit of infrastructure development and providing investments for these projects with the participation of the private sector. He concluded that amongst the topics receiving interest are the available investment opportunities in energy, alternative energy, water projects and opportunities prompted by the huge investments in prior phases represented specifically in establishing giant industries, developing ports and free economic zones.

Abou Zaki:

Walid Abou Zaki, the Executive Director of Oman Economic Forum stated: the forum is now the third in the Sultanate following the 2008 and 2010 editions which were marked by great success. The forum is an essential part of the 250 conferences and forums organized by Al-Iktissad Wal-Aamal Group in 25 Arab and non-Arab countries includes Oman First Islamic Finance & Banking Conference, in addition to the Group’s contribution to the organizing of several events for various Arab and international institutions. "Oman First Islamic Finance & Banking Conference" which took place in the Sultanate on 23-24 January of this year, is amongst the Group’s recent successes.”

He also stressed the importance of this year’s event, entitled "Boosting National Wealth”, taking place on the heels of the Arab spring, the sovereign debt crisis in Europe, and the oil crisis in the region, which have ultimately impacted the Arab world in general and the Gulf region in particular, beginning of 2011 until today.

The policy of the Sultanate of Oman has proved successful in dealing with these challenges on one hand, and taking advantage of international developments on the other. Oman seeks to develop its human and natural resources that have effectively kept it immune from the crisis and its implications on the region and the world. Moreover, the current slowdown in some regional markets has reflected positively on the Omani market as owners of capital are heeding to avoid risks by finding relatively stable markets.

He added: A series of reforms is being implemented by the Sultanate for developing small and medium enterprises, as well as laws that support economic activity and investment, political, national and social stability, government policies and the natural environmental traits of Oman and of course the support of new young leaders. In addition, the Central Bank of Oman has recently issued a decree allowing the operation of Islamic banking services, thus announcing a new era in Oman’s banking sector.

The Third Oman Economic Forum will discuss all above mentioned aspects through select high level figures. Forum will also highlight investment opportunities in the Duqm project in addition to projects in alternative energy, water, and electricity projects.

He concluded: “We look forward to seeing you all once again at the forum on April 22nd”.
