
Dr. Reymond Khoury

Dr. Raymond Khoury is a Senior Partner at Arthur D. Little (ADL) – the oldest strategy management consulting firm in the world established in 1886, where he leads the Public Sector Practice in the Middle East and is member of the firm’s Global Innovation Practice that covers Digital Transformation activities. He has over 35 years of consulting experience in the public sector with focus on large-scale transformation, digitalization and innovation programs. His key clients are government digital authorities across the GCC as well as research, development and innovation authorities.
Prior to joining ADL, Dr. Khoury served as an Executive Vice President at Booz Allen Hamilton, where he led the regional digital practice across industries. Before Booz Allen, Raymond was a partner at Booz & Company where he led the regional digital government business. Prior to that, he worked as a UNDP programme director at the Office of the Minister of State for Administrative Reform in Lebanon where he managed a whole-of-government administrative reform and services modernization program. Dr. Khoury started his career as a technology advisor for several clients in the US and the Saudi Ministry of Foreign Affairs in Riyadh.
Raymond holds a Ph.D., Engineer’s Degree, and M.S. from MIT, and a B.S. in engineering from Northeastern University. His PhD dissertation back in 1989 was in the field of Applied Artificial Intelligence. He has authored numerous reports, presented at regional and international conferences and forums and has been interviewed by regional media on topics related to large scale transformations, data, AI, innovation, digital government, and future skills.
