
H.E. Dr. Fadi Makki
Minister of State for Administrative Development Affairs, Lebanon
H.E. Dr. Fadi Makki is a Lebanese behavioral economist and senior policymaker, currently serving as Minister of State for Administrative Development Affairs. He is a pioneer in introducing behavioral economics and “nudge” theory to public policy in the Middle East.
He previously served as Partner and Director at Boston Consulting Group (BCG) in Washington, D.C., where he co-led the firm’s Behavioral Science Lab. In 2016, he founded Nudge Lebanon and B4Development—the behavioral insights unit for the FIFA World Cup Qatar 2022—supporting over a dozen behavioral science teams worldwide and leading more than 150 experiments in health, education, sustainability, inclusion, compliance, and sports.
Dr. Makki was named among the World Economic Forum and Apolitical’s “Agile 50” leaders in 2021. He served as Co-Chair of the WHO Technical Advisory Group on Behavioral Insights and was a member of the WEF Global Future Council on Behavioral Science. He has published extensively and held academic roles at Cambridge University, Georgetown University, the Graduate Institute in Geneva, AUB, HBKU, the Lebanese University, and USJ.
Previously, he held leadership roles at Cisco, Booz Allen Hamilton, and Booz & Co., advising on national strategy, reform, and digital transformation for governments and private sectors across the Middle East. From 2002 to 2005, he was Director General of Lebanon’s Ministry of Economy and Trade, leading Lebanon’s WTO accession and major reform initiatives. He also advised Qatar’s Ministry of Finance, Ministry of Economy and Trade, and the National Food Security Program, and worked with the Islamic Development Bank and the WTO.
Dr. Makki holds a Ph.D. from the University of Cambridge, master’s degrees from the London School of Economics and the University of Hull, and bachelor’s degrees from the American University of Beirut and the Lebanese University.
