
H.E. Dr. Kamal Shehadi
Minister of Displaced and Minister of State for Technology and Artificial Intelligence, Lebanon
H.E. Dr. Kamal Shehadi is a senior government official, policy expert, and executive leader with over three decades of experience across telecommunications, technology, and infrastructure in the Middle East, North Africa, Europe, and Asia.
He currently serves as Lebanon’s Minister of Displaced and Minister of State for Technology and Artificial Intelligence. He was previously Chairman of Lebanon’s Telecommunications Regulatory Authority (2007–2010), where he led regulatory reform and sector liberalization, and chaired the Global Symposium for Regulators at the ITU in 2009. From 2010 to 2023, he held senior positions at e& Group (formerly Etisalat), including Chief Legal & Regulatory Officer and Chief Strategy Officer – International. He also chaired the GSMA’s Chief Policy and Regulatory Officers’ Group (2014–2016).
Dr. Shehadi has served as Advisor to the World Bank on infrastructure privatization (2000–2003), Director of Research at the Lebanese Center for Policy Studies, and policy advisor to various governments and investors on port operations, civil aviation, and regulatory reform across the region. He is a founding member of the Lebanese Association for Democratic Elections (LADE) and a former board member of the Lebanese Transparency Association (LTA).
He is currently a Partner at THX Ventures and serves on the Board of Trustees of the Lebanese American University (LAU). He advises several technology companies and has authored publications on public finance, regulatory policy, and Euro-Mediterranean cooperation.
Dr. Shehadi holds a BA in Economics (cum laude) from Harvard College and a PhD from Columbia University. He has taught at both institutions and at the American University of Beirut.
